Regan was born on June 15, 1998 in Chambersburg, PA to Stan and Kelly Line. She has three sisters, Kyla, Delaney and Jaiden. She has two dogs named Deuce and Riley and two cats named Kleo and Bear. Currently, she is a junior at Pennsylvania Cyber School, graduating in 2017. During Regan's spare time, she enjoys baking, cooking, crafts and listening to music.

Regan loved to flip in the grass in her backyard, so she started taking gymnastics classes for fun at the age of seven. She started her gymnastics career at Wilson School of Gymnastics and Dance where she trained under coach Kate Tustan. She trained at Gymnastics Center of Hershey for two years between 2009-2011.

When she was training at Gymnastics Center of Hershey, she placed sixth on uneven bars with a 9.275 at the 2010 Level 8 State Championships. In 2011, she earned a gold medal on uneven bars with a 9.400 at the Level 8 State Championships. In the summer of 2011, she started training at Artistic Sports Academy Plus in Harrisburg, PA.

As a first-year level 9 gymnast in 2012, she placed fourth on uneven bars and sixth in the all-around at the Parkettes Invitational. At the PInk Invitational, she finished fourth on vault and balance beam and fifth in the all-around. She placed fourth in the all-around and second on uneven bars at the Nittany Invitational. She competed at the State Championships and Region 7 Championships.

Regan continued competing level 9 in 2013. She placed first on uneven bars and fourth in the all-around at the Steel City Invitational. At the Christmas on the Chesapeake, she finished second on uneven bars and in the all-around. She placed third on uneven bars and first on floor exercise at the Silvia Mitova Invitational. At the Parkettes Invitational, she earned a silver medal on uneven bars. Regan placed third in the all-around and second on balance beam at the Fiesta Bowl Invitational. At the PInk Invitational, she finished third on uneven bars and fourth in the all-around. She had a great meet at the State Championships, finishing second on uneven bars and sixth in the all-around. At the Region 7 Championships. Regan grabbed gold medals on uneven bars and in the all-around with a 36.900. At the Level 9 Eastern Nationals, she finished ninth in the all-around and tenth on balance beam.

As a first-year level 10 gymnast in 2014, Regan started her level 10 season at the Christmas on the Chesapeake. She placed seventh in the all-around at the Hill's Maryland Classic and eighth in the all-around at the Pink Invitational. At the Fantasia Classic, she placed sixth on uneven bars and in the all-around. Regan finished ninth in the all-around and fifth on uneven bars at the State Championships, qualifying to the Region 7 Championships.

In 2015, Regan placed third on uneven bars and fifth on floor exercise at the Buckeye Classic. She earned a bronze medal on uneven bars at the State Championships and qualified to the Region 7 Championships.

Currently, Regan is preparing for the 2016 season as a third-year level 10 gymnast. She trains 22 hours per week at Artistic Sports Academy Plus (ASAP) under coach Barry Mattern. Regan is working hard to reach her goals to qualify to the Junior Olympic Nationals the next four years as well as to obtain a college scholarship.
